From latrine disguises to rooftop duels, here's how to beat Sealed Treasury.

Sealed Treasury is a Campaign side quest in Where Winds Meet that takes place in the Outer Court of the Kaifeng Imperial Palace. For this campaign, you have to slip past palace guards, solve vault lock mechanisms, navigate an underground rat race, and take down an agile master thief across Kaifeng’s rooftops. This is a walkthrough for Sealed Treasury, including how to unlock it, all quest objectives, and what rewards you will earn by completing it.

How to Unlock Sealed Treasury in Where Winds Meet

To unlock this campaign, you must first progress through the Worldly Affairs side quest Throne and Tempest I, in which you’ll have to beat the imperial guard Niu Lian in a cricket fight and confront Liu Lang inside the palace grounds. Once that prerequisite is checked off, open your in-game mailbox to collect and read the letter discussing the underground dragon wall beneath the palace.

Go to the narrow alleyway between the palace walls

To enter the vicinity of Sealed Treasury, track the quest marker to the narrow alleyway between the palace walls in the Outer Court, Kaifeng Imperial Palace. Open your in-game time menu and change the clock to the You Hour (between 17:00 and 19:00) of the following day to trigger the opening cutscene.

Infiltrate the Sealed Treasury

Eavesdrop on the guards conversation

Scale the roofs using Cloud Steps to keep out of sight of the guards patrolling the palace grounds. Follow the elevated roof path to the first waypoint directly above the porter’s post and eavesdrop on the Imperial Service Guards’ conversation below. Continue along the roofline to the next quest marker overlooking the courtyard entrance and listen to the second conversation to reveal an entry route.

Move in stealth behind supply carts

Jump down into the courtyard, taking cover behind parked supply carts that are your way in. Use Wind Sense to project guard field-of-vision cones onto the screen.

Continue in stealth behind carts and boxes

Move through the sentries in stealth using the carts, crates, and sacks as line-of-sight blockers to avoid being noticed by guards until you reach the main courtyard gate.

Black-Clad Thief stolen key from young hero

A cutscene will trigger at the gate where the assassin in black (Black-Clad Thief) ambushes you and snatches your entrance token.

Enter the main Sealed Treasury hall

Slip past the remaining guards into the Vault Forecourt. Look to the right of the courtyard and rush inside the small latrine booth. Catch the Treasury Clerk off guard inside, knock him out, and take his green robes to change into an official palace disguise.

Enter the Seal Treasury and Investigate the Main Hall

Eavesdrop on group of officials.

With the disguise equipped, walk up the main stairs and enter the grand hall of the Sealed Treasury with many palace officials inside. To collect clues on the missing funds and regional corruption, eavesdrop on a group of officials in front of the main entrance to enjoy a heated argument.

Examine spread books and ledger

Next, go to the back left corner of the hall. Interact with the messy piles of books and scattered papers on the floor to examine the bookkeeping ledger that reveals signs of off-the-books treasury skimming.

Eavesdrop on officials around fallen man

After that, walk over to the right side of the hall where a few clerks surround a knocked-out official lying on the ground. Eavesdrop on their panicked discussion to learn that the censors have already found a way down into the subterranean vault.

Eavesdrop pacing Huang Zhang

Head to the display cabinets to find the official in purple, Huang Zhang, pacing around and talking to an interior official. Eavesdrop on their discussion for more bits.

Knock out Huang Zhang

Wait for Huang Zhang to turn and walk toward the staircase. Follow him up to the second floor from a distance so his suspicion meter does not fill up. Once he reaches the balcony corridor, knock him down, and loot the Sealed Treasury Key from his body.

Explore the Underground Treasury

Enter the Underground Treasury

Return to the ground floor where Huang Zhang was pacing. Enter the small chamber left of the cabinets and insert the key into the lock mechanism to swing open the hidden door behind the bookshelf. Jump down from the hatch and follow the stairs into the Underground Treasury.

Untie and talk to minor clerk

Continue into the underground corridor until you encounter a Minor Clerk bound tightly with a strange Debt Cord. Interact with the Knotwork prompt to cut him loose with your knife. Speak with the clerk, and he will tell you that a person in black asked him about Censors and went after them deep into the vault. Knock out the clerk so he won’t blow out your Imperial Service Guard cover, follow the passage ahead, and ride the elevator all the way down.

Push open these large iron doors

At the bottom, push open the heavy iron doors to enter the large underground vault. Inside, you will find knocked-out guards and censors strewn across the room.

Talk to only conscious censor

Approach the only conscious censor slumped against the gold chests and talk to him. He will warn you that an assassin slipped through and beg you to save Censor Xue.

Solve the Mechanism Puzzle and Encounter the Thief

Young hero talking to black-clad thief

Follow the marker into the inner corridor to trigger a cutscene in which you will fight the Black-Clad Thief following the conversation between you two, where she will return the token to you.

Solve the mechanism puzzle to open door

Following the thief, use Cloud Steps along the wooden beams and wall fixtures to climb to the second-floor gallery. Follow the objective marker to a locked puzzle door. Interact with both Green Night Pearls once to realign the mechanism and unbolt the door.

Steal the map from black rogue

Sprint through the secret doorway out onto the roof eaves. Sneak behind the Black-Clad Thief while she watches the courtyard below and steal the Sealed Treasury Map from her.

A dramatic cutscene plays between Censor Xue and the Chief Palace Attendant. While Censor Xue believes Emperor Zhao Kuangyin has been looting state grain and funds, the attendant unrolls an imperial edict that reveals the truth: the Sealed Treasury was established in secret to stockpile provisions and wealth to reclaim the Sixteen Prefectures in the north from the Khitan.

Move past guards to chase the thief

Before you can process the revelation, she turns the tables, kicking you off the roof structure into a pit of guards to create a distraction while she escapes. Perform the initial Quick Time Event (QTE) prompt on impact to break free from the trap and chase after her.

Catch Up to the Blackclad

Catch up to the blackclad thief

After landing in the courtyard, clear the ambush guards and sprint out along the main road after the escaping carriage. This kicks off a cinematic chase involving dynamic quick-time events:

  • Leap forward onto the back of the speeding carriage.
  • Time your blocks to deflect spear strikes from mounted cavalry riding alongside you.
  • Jump clear of the carriage as it collides with debris.
  • Wall-run along the palace walls and vault across rooftops to keep pace with the fleeing thief.

The pursuit leads to the palace parade grounds, where the thief draws her weapon and challenges you to a duel under Jianghu rules.

Defeat the Blackclad

Phase 1: Courtyard Duel

Blackclad fight phase 1

She will enter the fight wielding lightning-fast twin blades with a golden Hyper Armor (indicated by a metallic gold aura on her Qi bar). In this mode, normal attacks will not interrupt or stagger her actions. Her golden Qi bar slowly recovers if you disengage. Stay in close quarters and use fast weapon profiles like the Snowparting Blade to apply continuous pressure between defensive windows.

Focus only on parrying her long two-handed sword swings. Once you manage to deplete her golden Qi bar, it will completely strip away Blackclad’s hyper armor and allow normal combo juggles and stagger strings. Her main red-glint unblockable strike is often followed instantly by a second red thrust. Do not attack after parrying the first red flash; wait for the second one before you counterattack.

Phase 2: Palace Rooftop

Blackclad fight phase 2

After whittling down her health pool on the ground, the fight moves up to the sloped tiles of the palace roof under the full moon. Her movement speed increases, but she will have the same parry patterns and double red-glint telegraphs.

Watch her aerial moves carefully. When she leaps high into the sky, she will summon radiant sword arrays that rain down across the roof. Sprint and dodge sideways along the slope to clear the landing zones, then immediately prepare to parry her downward plunging strike as she crashes back onto the tiles. Break her guard, delete her remaining health, and finish the duel.
