Dragon’s Breath Mystic Skill is the best power spike you can have in Where Winds Meet. While the tutorial teases you with god-level abilities, you’re stripped of that utility when the open world begins. If you’re tired of basic swordplay, this Fire Mystic Art is the fastest way to add heavy AoE burn damage and defensive buffs to your build.

To get and use Dragon’s Breath, you’ll need to complete a skill-related Wandering Tales quest in Kaifeng. It takes some commitment, but if you can breathe fire at enemies, it’s worth the detour. Here’s how to unlock the Dragon’s Breath Mystic Skill, how to use it, its effects, breakthrough bonuses, and tier upgrade costs.

How to Unlock Where Winds Meet Dragon’s Breath Mystic Art

Before anything else, you need to have progressed far enough in the main story to enter Kaifeng City. Once there, head to Beast Reverie Hall in the Fairgrounds, the large area on East Cross Street in the southeast part of Kaifeng.

Inside Reverie, talk to Luo Jiu and Kongkong. Go through their dialogue until Kongkong leaves, then speak to Luo Jiu again. He’ll explain that someone stole his Travelogue: Toehari and will ask you to retrieve it for him. That triggers the Dragon’s Breath Wandering Tales quest, which you can track under Kaifeng: Wandering Tales in your Journal.

The thief you need to go after is Liang Yuan at the Straw Shoes Camp on South Gate Avenue. He only spawns during specific times, so open the options wheel and use the clock to change the in-game time to Chen to You hours (7:00 – 19:00).

Fast travel to the Main South Gate Boundary Stone, then head west and follow the path north toward the Patrol and Inspection Agency. If you move west along the big wall from Main South Gate as I did, then take the right turn as shown in the above image, and you’ll find Liang Yuan standing on the street’s left at the corner of a large building.

Do not attack him. If you get caught committing a crime here, the guards will arrest you, and you’ll be forced to do a tedious Pardon Parade to get out of jail. Instead, climb a nearby roof behind him. Target Liang Yuan and use Celestial Seize (the snatch Mystic Skill) to steal the Travelogue: Toehari out of his pocket.

Claim rewards from Journal - Where Winds Meet

Return to the Beast Reverie in the Fairgrounds and hand the Travelogue over to Luo Jiu. He will thank you and teach you the secret of Dragon’s Breath. The skill does not auto-equip, and you have to manually claim it. Open Journal and go to the Wandering Tales section in Fairgrounds Part 9 to claim the rewards. Alongside the Dragon’s Breath skill, you will receive 20 Echo Jade, 10 Kaifeng Exploration points, 1,500 Coins, and 1,500 XP.

Once unlocked, you can equip the skill from the Single Target Burst category in your Mystic Skills menu. It is an incredible offensive tool with built-in survivability.

Ignition Effect Target takes damage every 0.5s for 8 seconds.
Synergy Dragon’s Breath and Drunken Poet can be used without drinking once Intoxicated.

Dragon’s Breath Breakthrough Bonuses and Upgrade Materials

Dragon’s Breath has 10 Ranks per Tier across 4 Tiers, and every tier breakthrough grants a bonus effect on top of the stat increases. To make Dragon’s Breath a true boss-killer, you need to upgrade it via the Develop Tab under Mystic Skills. Each standard rank upgrade costs Ebon Iron and increases the raw Flame and Burn damage.

Tier 2 Enhances the Tenacity effect while casting the skill that prevents you from being easily staggered.
Tier 3 Allows the Ignition status to stack up to 10 times. Each stack increases the burn duration by 1.5 seconds. Hitting an Ignited enemy with the Drunken Poet skill inflicts a bonus stack.
Tier 4 The base Damage Reduction you receive while casting the skill gets buffed to 40%.
