How to Unlock Where Winds Meet Dragon’s Breath Mystic Art

To start the quest, go inside the Beast Reverie at the Fairgrounds, southeast of Kaifeng City on East Cross Street. Inside the building, you’ll find Kongkong and Luo Jiu arguing over a missing item. Talk to them, and once Kongkong leaves, Luo Jiu asks you to retrieve something that was borrowed from him and never returned. You need to steal the item, so we recommend first unlocking the Celestial Seize to do it easy way.

Next, head to South Gate Avenue to meet Liang Yuan, an NPC who appears during Chen to You hours (7–19). You’ll find him right near the Patrol and Inspection Agency.

From the Main South Gate of the city, move west along the big wall until you reach the path turning right. Take the right to find Liang Yuan standing in the left corner a little ahead.

Use Celestial Seize—the snatch skill—to get the Travelogue: Toehari from him. Bring the item back to Luo Jiu at Beast Reverie, and hand it over to wrap the quest.
